New Delhi: The central government plans to set up the District Master Plan (DMP) platforms in all districts by the end of this financial year. These platforms will help the government to extend the benefits of PM GatiShakti to all districts.

The Department for Promotion of Industry & Internal Trade (DPIIT), which is implementing the plan, has already established DMPs in over two dozen districts, official sources told Bizz Buzz. These digital portals provide the authorities at the Central and State levels the opportunities of seamless planning and development of social and economic infrastructure, they added.With DMPs, this will also be possible at the district level.

PM Gati Shakti is a National Master Plan (NMP) for multi-modal connectivity. Started in October 2021, the digital platform brought 16 Ministries - including those of Railways, Civil Aviation, Electronics & Information Technology, Shipping, and Road Transport - together for integrated planning and coordinated implementation of infrastructure connectivity projects.

Later, the government also included all union ministries and departments related to social sectors with PM Gati Shakti.

Dozens of data layers of the social sector under the central ministries have already been mapped on the NMP. These are related to such infrastructure assets as primary and secondary schools, colleges, primary health centres, district hospitals, health sub-centres, public toilets, dump sites, Anganwadi centres, fair price shops, Amrit samovars, and dairy locations.

The Centre has directed State governments to replicate standard operating procedures or SOPs for data management.

The objective of PM Gati Shakti was to improve coordination between different departments. One common example of the lack of coordination is digging up a newly constructed road for the laying of underground cables, gas pipelines, etc. Apart from causing great inconvenience to people, this also resulted in wasteful expenditure.Using the PM GatiShakti mechanism, last- and first-mile gaps are identified, the sources said, adding that this has necessitated DMPs.
