Visakhapatnam: On a proposal by the Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant, the Ministry of Steel (MoS) has permitted the CPSEs under its control to consider recruitment of the executives on deputation basis on mutual consent as per the service/recruitment rules.

In a circular dated September 19, Under Secretary in MoS S Narayanaswamy said, “I am directed to refer to the subject (deputation of executives) and to state that RINL has initiated various measures to overcome the present critical condition like increasing the operational efficiency and reducing cost.” In this regard, RINL has undertaken manpower rationalisation, the circular stated.

It may be recalled that NMDC has already started the process to recruit 100 executives on deputation basis for its Nagarnar Steel Plant in Chhattisgarh. NMDC Steel Limited (NSL) has already notified dates for conducting walk-in interviews in Visakhapatnam. RINL had earlier proposed manpower reduction by sending its employees on deputation to organisations like SAIL and NMDC, which are under the control of MoS. NSL owns a three million tonne greenfield steel plant at Nagarnar in Bastar district of Chattisgarh. The plant has easy access to NMDC’s rion ore mining blocks at Bailadila. Earlier, MoS sanctioned Rs 500 crore to RINL with strict instructions regarding utilisation of the fund. It clearly said the sanctioned amount needs to be used exclusively for statutory payments including GST and other statutory obligations like employees provident fund (EPF) contributions, vendor payments and government levies.
