Andhra Pradesh Chief Minister N Chandrababu Naidu on Tuesday said 77 per cent of funds required must be mobilised through private investments as the Centre and the State get only 23 per cent of funding required for development of AP.

Addressing the 3rd Collectors' Conclave here, he said that they need to explore raising funds through Viability Gap Funding (VGF) and asked them to suggest new projects as the government is ready to increase VGF wherever necessary. He said the previous government incurred a debt of Rs9.74 lakh crore, which must be repaid with interest accrued on it.

Stating that the GSDP is driven primarily by Gross Value Added (GVA) sub-sector contribution, he directed the Collectors to focus on key sectors including livestock, agriculture and allied sectors, industry and service sectors. He said the State is aiming to become a $2.14 trillion economy achieving a per capita income target of Rs54.60 crore by 2047.

Naidu reaffirmed his commitment to rebuilding and developing Andhra Pradesh, underscoring that his government has worked tirelessly over the past nine months to restore the State from its previous turmoil.

Naidu urged officials to work with sincerity to overcome the setbacks caused by the fiscal indiscipline and wrong-doings committed by the previous YSRCP Government and stressed that welfare benefits must be efficiently delivered to the people. Every government initiative should reach the grassroots level. Welfare schemes should be distributed with a sense of dignity rather than as mere handouts.

Officers must act responsibly, keeping people’s interests at the forefront. “The government is closely monitoring every initiative, including feedback from citizens regarding 22 essential services. The goal is to instill trust in the government’s commitment to serving the people,” he added.

The Swarnandhra 2047 vision document includes ten key principles. Planning must extend from the state level down to districts, constituencies, mandals, and village secretariats. District collectors will serve as vision execution chairpersons, while MLAs will chair at the constituency level. Infrastructure projects worth Rs55,000 crore, including national highways, are currently in progress and must be completed within two years. Collectors must proactively secure environmental and other necessary

approvals.

Polavaram completion by '27

The Polavaram project has been put back on track with central government cooperation and is set for completion by 2027. Work on the Amaravati capital city has also resumed. Financial assistance has been sought from institutions such as the World Bank and ADB.
