AP Liquor Policy: Premium Outlets to Feature Expensive Liquor Brands in Andhra Pradesh
The government will establish a dozen premium liquor stores across the state, with Visakhapatnam receiving two outlets featuring a shop-in-shop concept.

In line with its new excise policy, the Andhra Pradesh government has approved the establishment of a dozen premium liquor outlets across the state to offer a more upscale retail experience. While licensed liquor stores have typically sold a range of products, from budget to premium brands, the influx of shoppers at these outlets has made visits less convenient for individuals from elite sections of society. To address this, the government is launching premium outlets specifically designed to cater to this demographic.
Two premium stores will be set up in Vijayawada and Visakhapatnam, with one store each in Rajamahendravaram, Kakinada, Guntur, Nellore, Kurnool, Kadapa, and Anantapur, all located within municipal corporation limits. The excise department has approved the licenses for these outlets, which will be valid for five years.
Licensees will be required to pay an annual tax of Rs 1 crore in the first year, with a 10% increase each subsequent year. Each premium store must have a minimum floor area of 4,000 square feet. These outlets will offer Indian Made Foreign Liquor (IMFL) brands priced above Rs 1,200 and beer priced at Rs 400 or higher. However, liquor consumption will not be permitted on the premises.
In addition to liquor, the outlets will sell cigars, cigarettes, alcoholic beverages, and soft drinks. To enhance the shopping experience, the stores will feature a "shop-in-shop" concept, with dedicated shelves to showcase various brands, offering customers a unique browsing experience.
A non-refundable application fee of Rs 15 lakh, payable via demand draft, will be required for a premium store license. Excise officials have specified that applications must be submitted by December 31 to secure a license for these new premium outlets.
