Pending land deals on Dharani due to inadequate data
Builders, developers seek regular meetings with government departments to sort out issues related to transactions on the portal

SEVERAL complaints are cropping up in the process of agricultural land transactions owing to insufficient data on Dharani portal. The online system was introduced by Telangana government last November to reduce human interface in land deals and to make them transparent. However, the farmers and land buyers are still facing problems while uploading land details online.
According to them, the registrations and mutations of agricultural lands are pending at Dharani due to legacy issues, assigned land issues and prohibited land issues. There is no option of legal heir on the portal. Also, it does not cover the properties of NRIs (Non-Resident Indians). In some cases, the deals are incomplete due to issues of General Power of Attorney (GPA).
"Not only for land registration, but also for conversion of the agricultural lands into non-agriculture properties under the NALA (Non-Agricultural Lands Assessment) Act, the buyers of the farm land have to be present in the State. This rule must be amended as it is inconvenient for the NRIs and GPA holders to apply physically," said a realtor on condition of anonymity.
The members of Credai (Confederation of Real Estate Developers' Associations of India) say that regular meetings with related government authorities can solve such problems. "Meetings must be conducted with the officials of Chief Commissioner of Land Administration (CCLA) and Telangana State Technology Services Ltd (TSTS) to sort out the issues," Credai Telangana President Ramachandra Reddy said.
Expressing similar views, Credai Hyderabad president P Ramakrishna Rao said: "Since Dharani has been introduced, a few meetings were held in some places to discuss the policy matters. But, it is not enough to resolve the issues. We request the government to schedule regular meetings with concerned officials in each and every district of the State."
In a recent speech, Telangana Housing Minister Vemula Prashanth Reddy said that almost 95 per cent of farm lands on Dharani portal are free from issues, and only 5 per cent issues pertaining to urban lands are pending. "In previous meetings, 47 out of 60 issues were resolved by the government. Both the farmers and land developers will be benefitted with this portal," he informed.
