Telangana Govt Plans to Allot Pending 2BHK Houses to L-2 Applicants
Telangana govt starts distributing unallocated 2BHK houses under Indiramma scheme, prioritizing L-2 applicants. Field verification to finalize beneficiaries.

The state government has initiated the process of distributing unallocated two-bedroom houses constructed during the previous administration to beneficiaries listed under the L-2 category of the Indiramma Housing Scheme. A recent assessment, conducted via the Indiramma Houses mobile application, reviewed applications submitted during the state’s Prajapalan initiative. This data was cross-referenced with the findings from the recent house-to-house census survey, leading to a categorization of applicants into three groups: L-1, L-2, and L-3.
According to official data, 21.93 lakh individuals possessing land have been classified under L-1. The government has committed to providing financial assistance of Rs. 5 lakh per applicant in phased installments to facilitate self-construction. Meanwhile, 19.96 lakh individuals who lack land ownership fall under the L-2 category. These beneficiaries are slated to receive land along with Rs. 5 lakh each for house construction in the next financial year. The administration is also considering allocating the remaining constructed houses to some applicants within this category. The L-3 list comprises individuals who already own a house but have still applied for additional housing benefits.
Over the past decade, the previous government sanctioned the construction of 2.36 lakh two-bedroom houses, out of which 1.58 lakh were completed. However, only 1.36 lakh units were officially distributed, leaving a significant number of houses pending allocation. Some of the remaining houses are under construction, while others remain unoccupied despite completion.
Efforts are underway to address construction delays, as several contractors halted work due to outstanding payments. The state’s Housing Board is negotiating with contractors to resume construction, with proposals to provide necessary materials such as sand at subsidized rates to expedite project completion. Since L-2 has a high number of applicants, allocating completed houses to some of them could alleviate financial strain on the state’s housing budget.
Authorities have collected constituency-wise data on both completed and halted housing projects. Despite the announcement of beneficiaries in certain areas, formal allotments have not yet taken place. To ensure fair distribution, the government has decided to conduct field verifications. Eligible applicants from L-2 will be prioritized for the unallocated houses.
Many applicants in L-2 prefer receiving a completed house over waiting for land allocation and financial assistance. This has led to increased pressure on political representatives to expedite the process. However, the government maintains that gram sabhas will be convened to finalize the beneficiary list in accordance with established guidelines.
