The Commissioner of Police in Hyderabad has issued comprehensive guidelines for the management of three-star and above hotels, clubs, bars, restaurants, and pubs regarding New Year celebrations on the night of December 31, 2023, and January 1, 2024.
To organize events or programs up to 1:00 AM, establishments are required to apply for permission from the Commissioner of Police at least 10 days in advance. The guidelines, in accordance with the A.P. Public Safety (Measures) Enforcement Act, 2013, mandate the installation of CCTV cameras with recording facilities at entry and exit points, as well as parking areas.
Organizers must provide adequate security personnel for traffic management, security, and access control. Decency in attire, dance acts, gestures, and language is emphasized, prohibiting any obscenity or nudity in performances. Sound levels are capped at 45 decibels, and firearms are strictly prohibited at the event venue.
Passes, tickets, and coupons should not exceed the venue's capacity to prevent law and order issues. Special parking arrangements must be made, ensuring no obstruction to traffic flow. Minors are not allowed in programs for couples, pubs, and bars. Strict warnings against drug use are in place, with organizers held responsible for prevention.
The guidelines stress the responsibility of pubs and bars to arrange drivers and cabs for intoxicated customers, and serving liquor beyond permitted hours is forbidden. Fireworks are prohibited, and compliance with instructions from fire officers is mandatory.
Managements are liable for any loss, damage, nuisance, or harm resulting from their establishment's functioning. A detailed advisory is required to be displayed at entrances, covering topics such as drunk driving, permissible alcohol limits, penalties, and the concept of a designated driver.
